Kevin,
I know this is a simple-minded reason, but maybe that’s what we are all missing. It was hilarious watching my first daughter as she explored and grew and when I realized she knew the alphabet at 2 and had been talking in legitimate sentences from 10 months…..she walked at 6 months…..waht always made me laugh is she missed the simplest of things. Give her something difficult and she could figure it out no problem. Run something simple by her and she always tried to make it complicated or completely missed it to begin with!
What I am getting at is maybe the algorythm is set on a date process. The older the date the less you are brought to the front. An effort to keep the newest items and thoughts on the market?
It seems simple, but very logical.
Have a great evening!

This is normal i think. I am also experiencing the same and always testing with new adcopies and bid changes.
